Flotilla’s online Playbook is a “how-to” guide for creating a large-scale decentralized gathering. This publication captures the candid moments and unexpected interventions which occurred at Flotilla, while identifying existing gaps and opportunities in the Atlantic artist-run sector. The Playbook showcases success stories and examines the shifting cultural tides in the Atlantic in the wake of Flotilla.

This publication not only documents Flotilla’s decentralized model, it embodies it. The Playbook features hidden appendixes, broken hyperlinks, and easter eggs, giving readers the freedom to wander just like the visitors who experienced Flotilla in Charlottetown from September 21 to 24, 2017. Its rhizomatic publication structure is not unlike the organizational structures showcased at Flotilla, such as the Floating Warren, which extended out laterally, but remained tethered to the shoreline.
